L'Afghanistan, un autre regard

     

      

The United Nations Office in Geneva, in collaboration with the Permanent Mission of the Islamic Republic of Afghanistan in Geneva, has put on display an exhibition of paintings and photographs entitled “L'Afghanistan, un autre regard" (Another look at Afghanistan) in the “Galerie des pas perdus” in European headquarters of United Nations in Geneva.

The inauguration ceremony that took place on 3 December 2009 was attended by Geneva-based diplomatic corps, senior staff members of the United Nations and the Afghan community.

In his inaugural speech, His Excellency Mr. Sergi Ordzhonikisze, Director-General of the United Nations European headquarters praised Ambassador Tarzi and his team for their contribution to the UN Cultural Activities  Programme and believes that the breath-taking images really do capture the essence of Afghanistan landscapes and they provide another look at Afghanistan that goes well beyond media headlines. 

His Excellency Ambassador Dr. Nanguyalai Tarzi Permanent Representative of Afghanistan to the UN in Geneva also addressed the attendees and said: Afghanistan has a rich culture and thousands of years of civilization. Afghanistan has always had a pivotal role in the region. However, its image is being portrayed in today’s media as a devastated, war-torn country and center for poppy cultivation. He added that this exhibition is a great opportunity to see the peaceful and picturesque image of Afghanistan.

This unique exhibition displays paintings and photographs of Afghan artists like Mr. Aziz Tarzi and Mr. Mamoun Etemadi; as well as French artists Mr. Benrnard Ponty, who was also among the speakers, and Mr. Emmanuel Bouyx whom they had traveled to Afghanistan during the 1970s. The exhibition is designed to illustrate a peaceful image of Afghanistan to the public.

Afghan Minister of Commerce attended 7^th WTO Ministerial Conference

H.E Mr. Wahidullah Shahrani Minister of Commerce and Industry of the Islamic Republic of Afghanistan headed the Afghan delegation to the 7^th WTO Ministerial Conference which was held from 30^th November to 2^nd December 2009 in Geneva.

The conference was held under the theme of “The WTO, the Multilateral Trading system and the Current Global Economic Environment” and the need to conclude the Doha Round of trade negotiations in 2010 was reaffirmed by Ministers of 180 Members and observers of the WTO.  

In his statement, Minister Shahrani stated that “Afghanistan is still only an observer to the WTO, but our commitment to become a member is strong and we fully support the goals of the Doha Development Round with its pledge to bring the needs and concerns of the Least-Developed Countries to the forefront of the negotiations.”

Highlighting some of the achievements towards closer cooperation with the WTO and final membership of the organization, the Minister added that “to fully utilize the process we still require the support and assistance from our international partners through trade capacity building and Aid for Trade programs.”

In the sideline of the conference, Minister Shahrani met bilaterally with Ms. Patricia Francis, Executive director of International Trade Centre (ITC), H.E Frank Heemskerk, Dutch Minister for Foreign Trade, and H.E. Mr. Eenennaam Netherlands’s Ambassador and Permanent Representative in Geneva who is chairing Afghanistan accession working party in the WTO.   Afghan Minister also met with H.E. Makhdoom Amin Fahim Minister of Commerce of the Islamic Republic of Pakistan.

It is pertinent to mention that the Afghan delegation also attended consultative Meeting of OIC Trade Ministers, which was organized by the Islamic Development Bank and the SAARC Ministerial Meeting, on the eve of the conference.

مرکز مطالعات استراتيژيک وزارت امور خارجه ج.ا.ا در نظر دارد با عنايت به اهميت کتاب، مطالعه و تحقيق که غنامندی و پويايی فرهنگی يک جامعه را آينه داری می کند، دومین "جشنواره سالانه گزينش کتاب برتر علامه محمود طرزی" را بمنظور معرفی کُتب و آثار مولفان، نويسندگان و مترجمان افغان که در حوزه های سياست خارجی، روابط بين المللی، تاريخ معاصر افغانستان، حقوق و سياست، آثار و ترجمه های آنان از سال 1380 به چاپ رسيده است، برگزار نمايد.

هدف:

• معرفی آثار برتر نويسندگان و مترجمان افغان

•  استفاده از يافته ها و داشته های علمی و تجربی نويسندگان و پژوهش گران کشور در عرصه سياست جهانی و منطقه يی

• قدردانی از نويسندگان و مولفان ميهن و تجليل از مقام شامخ قلم

•  تشويق و ترغيب نويسندگان و قلم بدستان عرصه های سياست و حقوق به پژوهش و تأليف

لذا از تمامی مولفان، نويسندگان و مترجمان کشور صميمانه تقاضا می گردد آثار شان را تا اول دلو 1388 به مرکز مطالعات استراتيژيک وزارت امور خارجه ج.ا.ا ارسال نمايند.

شابان ذکر است، در این جشنواره جایزه در نظر گرفته شده است که از این میان جایزه ویژه ای به یهترین:

1.      نویسنده جوان کشور (زیر 35 سال)

2.      نویسنده خانم

3.      به بهترین اثر در مورد مطالعات صلح و امنیت، اهداء می گردد

شرايط حضور آثار:

1.      خلاصه بيوگرافی نويسنده يا مترجم

2.      به يکی از دو زبان رسمی کشور نگاشته شده باشد

3.      متناسب با موضوعات بالا باشد

4.      از سال 1380 به بعد چاپ شده باشد

5.      مترجمان محترم لازم است متن اصلی کتاب را در صورت دسترسی به آن، در اختیار داوران قرار دهند

UN annual International Bazaar   

 

The United Nations Women's Guild's International  Annual Charity Bazaar 2009 took place at the Palais des Nations on 17^th November 2009.

Afghanistan’s pavilion was supervised by Mrs. Tarzi, wife of Afghanistan’s Ambassador and Permanent Representative to the UN in Geneva. It included multi-colored traditional Afghan jewelries, handcrafts, rugs and posters, which reflected Afghanistan’s ancient multi-cultured traditions and rich heritage. Afghanistan pavilion attracted a number of ambassadors, diplomats and UN’s staff.

Funds raised from the sale, will go toward funding projects for children around the world.

Afghan parliamentarians attended 121^st IPU Assembly

This year’s annual IPU Assembly was attended by parliamentarians from both houses: Wolesi Jirga (National Assembly) and Mishrano Jirgas (Upper House) of Afghanistan.

The composition of the high-level delegation was as follows:

·        Mr. Alam Ezedyar MP, Chairman of the Committee on International Affairs of the Mishrano Jirga

·        Mr. Sayed Ishaq Gailani Member of the Committee on International Affairs of the Wolesi Jirga

·        Ms. Habiba Danish Mufradzada, Member of the Committee on International Affairs of the Wolesi Jirga

·        Mr. Noori Akbary, Member of the Committee on International Affairs of the Wolesi Jirga

·        Ghulam Hassan Gran, Secretary General of the Wolesi Jirga

·        Eng, Assadulah Falah, Secretary General of the Mishrano Jirga

·        Mr. Khudi Nazer Nasrat, Advisor of the IPU Group of Afghanistan

·        Mr. M. Kazim Malwan, Deputy Secretary General of the Mishrano Jirga

·        Mr. Shirshah Ahmadzai, Dircetor of Relations with International Organisations and NGOs – Mishrano Jirga

During this three-day session a number of imperative issues related to food security, the forthcoming United Nations Climate Change Conference in Copenhagen, peace and Security, human rights and gender equality, human trafficking and cross-border terrorism were discussed by members of the Assembly.

At the sideline of the Assembly, the Afghan delegation held bilateral meetings with their counterparts.

Sixtieth Session of the UNHCR ExCom

 

 

H.E. Mr. Abdul Karim BRAHAWI, Minister of Refugees and Repatriation, headed the Afghan delegation to the Sixtieth Session of the Executive Committee of the High Commissioner’s Programme, which was held from 28 September to 2 October 2009 in Geneva.

The Minister’s intervention highlighted the fact that in the last seven years about 5 million Afghans have returned, over three million registered refugees are still remain in Pakistan, Iran and other countries.

He assured the Committee that his Ministry will do its utmost to work for returnees, and internal displaced people with close cooperation of the international community and UNHCR.

In sideline of the Session, the Minister met bilaterally with H.E. Antonio Guterres, United Nations High Commissioner for Refugees, Ms. Janet Lim, Assistant High Commissioner (Operations) and Mr. Eric P. Schwartz, Assistant Secretary for the Bureau of Population, Refugees and Migration of the United States of America.

UPR of Afghanistan

 

 

H.E. Dr. Mohammad Qasim Hashimzai, Deputy Minister of Justice of the Islamic Republic of Afghanistan accompanied by H.E. Dr. Abdul Malik Kamawi, General Chief Administer of Judiciary    ,H.E. Dr. Nanguyalai Tarzi  Ambassador & Permanent Representative of the Islamic Republic of Afghanistan to the United Nations at Geneva and the rest of the Afghan delegation attended the 12^th Session of the United Nations Human Rights Council from 14^th of September to 2^nd of October for adoption of the outcome document of Afghanistan.

In his opening statement, deputy Minister Hashimzai underscored that as a significant human rights mechanism as well as a constructive practice, the Universal Periodic Review had provided all countries with a great opportunity to highlight both challenges and achievements in the area of human rights.

He went on to say that Afghanistan had declared its support to most of the recommendations and had taken them seriously by undertaking a number of initiatives in various ministries and institutions in Afghanistan. Given the fact that the implementation of such recommendations required constant efforts and concrete actions, Afghanistan had already undertaken a number of initiatives and would strengthen ongoing initiatives to implement the recommendations. Despite all these efforts and commitments on the part of the Government in fulfilling its obligations vis-à-vis the principles of human rights, Afghanistan still faced a number of huge challenges which had slowed down their progress and had created obstacles in their efforts towards the full realization of their goals in the area of human rights.

In the discussion on Afghanistan, speakers noted that the acceptance of over 96 recommendations out of a total of 143, in addition to the favourable follow-up to most of the recommendations to which it reserved the right to come back to at this session of the Council was undeniable proof of the will of Afghanistan to make the improvement of human rights a priority. Speakers also noted that Afghanistan had accepted a number of recommendations which had been put forward by member countries, particularly those relating to efforts aimed at improving the economic and social problems in the country, including those that focused on the measures to improve the conditions of life, and viewed this as a positive and constructive approach on the part of Afghanistan. They encouraged the Government to take the necessary measures to implement the recommendations effectively.

Speaking in the general debate on the Universal Periodic Review of Afghanistan were Algeria, Malaysia, Qatar, Pakistan, the Russian Federation, Indonesia, United Arab Emirates, India, Sweden, Bahrain, Hungary, United States, Kyrgyzstan and Kazakhstan. Also taking the floor were the Afghanistan Independent Human Rights Commission, and the following NGOs: International Lesbian and Gay Association, Al-Hakim Foundation, Amnesty International, International Pen, Human Rights Watch, Charitable Institute for Protecting Social Victims, Organization for Defending Victims of Violence, Institute for Women Studies and Research, Islamic Human Rights Commission, and International Institute of Peace.

The Universal Periodic Review of Afghanistan was discussed and presented to 5^th Session of the Working Group of the Human Rights Council on the 7^th of May 2009. On the 24^th of September 2009, the report of the Working Group was adopted by the plenary Session.

Afghan Deputy Minister of Finance attends WTO meeting

 

H. E. Mr. Gul Maqsood Sabit, Deputy Finance Minister of Revenues and Customs of  the Islamic Republic of Afghanistan attended the WTO Negotiating Group Session on Trade Facilitation from 29^th-30^th of July 2009 in the WTO headquarter.

As an observer to the WTO, the Afghan delegation observed the negotiation process, which was conducted by the WTO Members. The focus of the negotiation was mainly on customs and transit issues.

98^th Session of the ILO

 

H.E. Noor Mohammad Qarqeen, Minister of Labour and Social Affairs, Martyrs and Disabilities of the Islamic Republic of Afghanistan as the head of the delegation, along with a high-level tripartite delegation representing the Government, Employers and Workers, attended the 98^th session of the International Labour Conference from the 3^rd to 19^th of June 2009 in Geneva.

During this visit, Minister Qarqeen addressed the Assembly and held bilateral meetings with Labour Ministers of Kuwait, United Arab Emirates, Qatar and other heads of delegations, at the sideline of the Assembly.  

This year’s annual ILO conference focused on addressing the global economic and social crisis and accelerated the ILO Declaration on  Social Justice for a Fair Globalization, the Strategic Policy Framework 2010-15 and Programme and Budget proposal for 2010-11.

Minister Fatimie attends WHO Assembly

 

 

Heading a high-ranking delegation, H.E. Dr. Mohammad Amin Fatimie, Minister of Public Health of the Islamic Republic of Afghanistan attended 62^nd session of the World Health Assembly from 18^th to 22^nd of May in Geneva and addressed the session on the second day of the Assembly.  

This session brought together a dozen of health ministers and senior health officials from WHO's Member States, where they discussed a number of public health issues, including; pandemic influenza preparedness, sharing of influenza viruses and access to vaccines and other benefits, implementation of the International Health Regulations, primary health care, including health system strengthening, social determinants of health and monitoring the achievement of the health-related Millennium Development Goals

The Health Assembly also discussed the programme budget, administration and management matters of WHO.

Dr. Mohammad Qasim Hashimzai, Deputy Minister of Justice of the Islamic Republic of Afghanistan presented the National Report of Afghanistan to the 5^th session of the Human Rights Council’s Universal Periodic Review (UPR) Working Group on the 7^th May 2009 in Geneva.

The thirteen-person delegation of Afghanistan consisted of representatives of the Ministry of Social Affairs and Labour, the Ministry of Health, the Supreme Court of Justice, the Council of Ministries, the Ministry of the Interior, the Ministry of Foreign Affairs, the University of Kabul and the Permanent Mission of Afghanistan to the United Nations Office in Geneva.

During the three-hour interactive dialogue, the head of the delegation reported that following three decades of war and destruction, Afghanistan’s legal, political, social, economic and cultural infrastructure were weakened and Afghanistan was facing a wide range of problems in those respects.  

Nevertheless, Afghanistan has managed to make a number of important achievements such as adoption of 2004 Constitution, formation of a democratic Government, holding Presidential, Parliamentary and Provincial elections,  accession to the majority of the core international human rights treaties.

Furthermore, H.E. Dr. Mohammad Qasim Hashimzai reported, in more detail, the Government of Afghanistan’s achievements and challenges in the areas of, social protection, the Right to have quality living conditions, the Right to have access to Health Services, the Right to Education, the Right to Life, the Right to Political Participation and Socio-political activities, Media and Freedom of expression, Non-discrimination, the Rights of Minorities, the Women’s Rights, the Rights of child and  the Rights of the disabled, the rights of the retunes and displaced

Having presented the National Report, almost 60 member states and observes of the Council took part in the interaction dialogue putting questions and recommendations to the Afghan delegation.

It is pertinent to mention that the three Council members serving as rapporteurs – troika - for the review of Afghanistan were Azerbaijan, Cameroon and the Republic of Korea, and the UPR Working Group adopted the Report of Afghanistan on Monday, 11^th of May.

Tribute to late Sardar Mohammad Daud Khan

 

                 

On Thursday 19^th of March 2009, the Embassy of the Islamic Republic of Afghanistan to Switzerland and the Permanent Mission to the UN in Geneva, lowered the Afghan flag at half-mast and opened a book of condolences for the diplomatic community in Geneva to remember late Sardar Mohammed Daud Khan, the first President of Afghanistan who was killed in 1978. 

The remains of late Sardar Mohammad Daud Khan and his family members were recently found and identified by a Commission of Experts and buried during an official ceremony in Kabul on 17^th of March 2009.

The Embassy and Permanent Mission of the Islamic Republic of Afghanistan to the UN in Geneva organized a memorial service for the late Sardar Mohammad Daud Khan on Sunday 29^th of March in the Islamic Cultural Center of Geneva, where his daughter Mrs. Durkhanai Noor, grand children, extended family members of the late Afghan President and hundreds of Afghans participated.

Ambassador Dr. Tarzi, paid tribute to the late President Daud Khan and highlighted his patriotism, and determination to reform the institution-building in Afghanistan.

Mrs. Durkhani Noor also spoke and expressed her appreciation to the Embassy and Permanent Mission of Afghanistan in Geneva and to the participants.

Deputy Minister of Commerce attends UNCTAD expert meeting

 

Mr. Adib Farhadi, Deputy Minister of Commerce and Industry of the Islamic republic of Afghanistan participated at the Multi-Year Expert Meeting on International cooperation, South-South Cooperation and Regional Integration from 4^th to 5^th of February 2009 in Geneva.

The two-day meeting pondered ways to further strengthen much-expanded South to South cooperation and to soften the blows from a severe financial crisis which is spreading from the industrialized West.

Mr. Farhadi believes that “as one of the 20 landlocked low-income economies in the world, Afghanistan cannot develop without access to regional and international markets. South-South cooperation and regional integration is fundamental to its development. Strategically located, Afghanistan connects Central Asia with South Asia, allows China and the Far East to further re engage with the Middle East and Europe.  It’s strategic and central location could be used to seek closer cooperation and expanding trade across the surrounding regions”.

  Minister Wardak attended the WEF 2009 in Davos

              

H.E. General Abdul Rahim Wardak, Defence Minister of the Islamic Republic of Afghanistan attended the annual World Economic Forum in the Swiss mountain resort of Davos from the 28 - 30 January 2009.

Minister Wardak attended the plenary session entitled “Pakistan and Its Neighbors”, a CNN debate entitled “The New US Administration” and an interactive session entitled “Will NATO Survive another 60 years”.

On the side line of the forum, Minister Wardak also held a number of bilateral meetings.

The theme of this year’s World Economic Forum was "Shaping the Post-Crisis World" and global leaders urged for collaboration and swift action at close of the annual meeting in Davos.
